PNNL assists EERE's Building Technologies Program by undertaking the analysis and documentation, and participating in the public process, for promulgating rules and regulations for the U.S. Department of Energy's Appliances and Commercial Equipment Standards Program. The Energy Policy and Conservation Act directs the Department of Energy to establish energy conservation standards for various consumer products and commercial and industrial equipment, for which DOE determines that energy conservation standards would be technologically feasible and economically justified, and would result in significant energy savings. Specifically, our efforts are focused on increasing the efficiency of commercial heating, cooling, water heating, vending and lighting equipment. The technical analysis and the development of the efficiency criteria is performed by working closely with national organizations such as ASHRAE, AHRI, and NEMA to ensuring full participation by the industry stakeholders in the regulatory process. Objective: Pursuant to meeting the requirements of the Energy Policy and Conservation Act (EPCA), The Energy Policy Act (EPACT) of 1992 and 2005, and the Energy Independence and Security Act (EISA) of 2007, PNNL conducts energy, cost savings and national impacts analyses to support the development of improved equipment conservation standards , and evaluates and updates equipment test procedures, in concert with industry, to help DOE publish rules establishing manufacturing standards for a wide range of commercial equipment.
